The Government of Montenegro has adopted a new

Decision on Determining Trades, the List of Simple and Complex Trades,

published in the “Official Gazette of Montenegro” No. 042/25 of April 30, 2025. This decision introduces an updated and more precisely defined list of crafts, divided into simple and complex categories, clearly specifying the required professional qualifications, in accordance with the law regulating national professional qualifications.

The aim of this decision is to improve the regulation of craft activities in Montenegro, ensure higher quality of services, and facilitate the recognition of qualifications, both in the domestic labor market and in international contexts.

It is important to emphasize that this decision repeals the previous Decision on Determining Trades, Trade-like Activities, and the List of Simple and Complex Trades (“Official Gazette of Montenegro”, No. 63/10), thus replacing the old framework with more modern and clearer rules.

The new decision enters into force on the eighth day from the date of its publication in the “Official Gazette of Montenegro”, meaning that its application will begin on May 8, 2025.

The official list of trades is expected to be published on the website of the competent ministry, allowing all interested parties to obtain more detailed information about the changes.
