
The Ministry of Spatial Planning, Urbanism and State Property has adopted a new
Rulebook on the Manner and Procedure for Issuing and Suspending Licenses in the Field of Construction of Buildings, as well as on the Manner of Maintaining the License Register.
The Rulebook was published in the “Official Gazette of Montenegro”, No. 042/25 of April 30, 2025, and enters into force the day after its publication.
The new Rulebook prescribes who can obtain a license and under what conditions. Licenses are mandatory for natural and legal persons (companies and entrepreneurs) engaged in the preparation and revision of technical documentation, supervision of works, execution of works, project management, as well as testing and preliminary research.
To obtain a license, certain documentation must be submitted, such as proof of professional qualifications, work experience, passed professional exam, and membership in the appropriate chamber. Specific forms and attachments are an integral part of the Rulebook, and the license register is kept electronically.
With the entry into force of this Rulebook, the previous Rulebook from 2017 with amendments from 2021 ceases to apply.
The aim of this regulatory harmonization is to increase transparency and improve control over the work of professionals in the field of construction.
