The Ministry of Spatial Planning, Urbanism and State Property has adopted the

Rulebook on the Manner of Performing Professional Supervision and the Manner of Preparing and the Detailed Content of the Report on Professional Supervision over the Construction of Structures
(“Official Gazette of Montenegro”, No. 068/25 of 01.07.2025).

This act prescribes the detailed supervision procedure, the obligations of supervising engineers, and the content of reports prepared during and after the construction of a structure.

Key Innovations

  • Detailed control of works execution – from preparatory works to final stages, with mandatory monitoring of compliance with the revised main design and regulations.
  • Obligations of supervising engineers – specified inspections, record keeping, and preparation of reports in electronic form with an advanced electronic signature.
  • Stage reporting – each report must contain key data on works, construction participants, any irregularities, and methods of their elimination.
  • Final report – includes data on the construction log, project modifications, trial operation and load testing, and statements of responsible persons.
  • Mandatory accompanying documentation – licenses, proof of professional liability insurance, declarations of conformity, inspection records, and the geodetic survey report.

Professional Supervision – Essence of the Rulebook

Professional supervision includes:

  • On-site visits to the construction site and verification of the quality of installed materials and equipment.
  • Monitoring of work progress and contracted deadlines.
  • Verification of the legal status of all contractors and subcontractors.
  • Determining the methods for remedying identified defects and irregularities.

Repeal of the Previous Rulebook

On the date of entry into force of this act, the Rulebook on the Manner of Performing Professional Supervision over the Construction of Structures (“Official Gazette of Montenegro”, No. 48/18) shall cease to apply.

The rulebook shall apply from the eighth day following its publication in the “Official Gazette of Montenegro”.
