
The Ministry of Spatial Planning, Urbanism and State Property has adopted Rulebook on the Program and Manner of Taking the Professional Exam for Performing Construction Works
(“Official Gazette of Montenegro”, no. 076/25 of 18.07.2025).
This rulebook specifies the conditions, procedure and manner of taking the professional exam for all those who wish to perform activities in the field of construction of facilities.
Who must take the professional exam?
The rulebook prescribes that the professional exam must be taken by:
- persons with appropriate qualifications for performing activities in the field of construction of facilities (preparation and revision of technical documentation, professional and design supervision, execution of works, project management, technical testing and research),
- engineering persons who perform activities in accordance with the law on spatial planning,
- with the exception of architects and landscape architects.
Conditions for taking the exam
The professional exam may be taken by a person who:
- has at least three years of experience in construction works, or
- has at least five years of experience in spatial or urban planning.
Organization of the exam
- The exam is organized and conducted by the Chamber of Engineers of Montenegro.
- The exam is taken according to the program and rules established by this Rulebook.
- Candidates submit an application to the Chamber and provide the necessary documentation.
The professional exam consists of two parts:
- General part – verification of knowledge of regulations in the field of construction of facilities.
- Special part – practical verification of knowledge based on project documentation.
The Commission evaluates candidates with the grade “passed” or “not passed”, and candidates who do not succeed may retake the exam in the next sessions.
This rulebook sets clear standards for all professionals in the field of construction of facilities, thereby ensuring higher quality and safer project implementation.
The Rulebook enters into force on the eighth day from its publication in the “Official Gazette of Montenegro”.
