New classification of activities in Montenegro: KD 2025 adopted
The Government of Montenegro has adopted the Regulation on the Classification of Activities – KD 2025, which was published in the “Official Gazette of Montenegro”, No. 005/26 of 16 January 2026. This regulation introduces a new national classification of economic activities that defines standard codes and names of activities, organized through clearly structured hierarchical levels.
The classification of activities represents an important statistical and administrative tool that enables the systematization of economic activities in the country. Its application is significant for the work of state institutions, statistics, as well as for the operations of companies and entrepreneurs.
What is the Classification of Activities (KD 2025)
The classification of activities is a system by which all economic activities in a country are categorized according to the type of activity performed by entities. The new KD 2025 system introduces an updated structure of codes and names of activities, in order to align the classification with modern economic trends and international statistical standards.
Activities within the classification are organized through a hierarchical structure, which enables detailed categorization of economic activities – from broader sectors to specific types of business. Such a system facilitates the monitoring of economic trends, the preparation of statistical analyses, and the maintenance of administrative records.
The annex to the regulation contains a detailed overview of all activities and the corresponding codes that make up KD 2025.
Importance of the classification for business entities
The classification of activities has practical significance for all entities performing business activities in Montenegro. The activity code is used in numerous administrative and business procedures, including the registration of companies, statistical surveys, and the maintenance of various records.
The application of a standardized classification system enables:
clearer definition of the primary activity of a business entity,
comparability of economic data at the national and international level,
more efficient management of statistics and analysis of economic sectors.
Thanks to such a structure, institutions can more precisely monitor the development of specific industries, while companies can more easily identify their activity within the official classification.
Entry into force of the regulation
The Regulation on the Classification of Activities – KD 2025 enters into force on the day following its publication in the “Official Gazette of Montenegro”, thereby initiating the application of the new classification of activities in Montenegro.
The introduction of the new classification represents an important step in the modernization of the statistical and administrative system, as well as in aligning national standards with modern economic and regulatory practices.
