The Parliament of Montenegro has adopted the

Law on Amendments to the Law on Innovation Activity,

published in the “Official Gazette of Montenegro”, No. 053/25 of May 29, 2025. The amendments refer to the Law on Innovation Activity from 2020 (“Official Gazette of Montenegro”, No. 82/20), and will enter into force on the eighth day from the date of publication.

This law introduces more precise formulations and terminological corrections in order to better align with practice and the development of the innovation sector. The key amendments include:

  • Clarification of definitions, including social innovation, innovation activity, research and development, technology transfer, as well as the status of startups, donors, and investors;

  • Replacement of the term “innovative” with “innovation” throughout the law, for consistency and terminological accuracy;

  • Introduction of additional obligations for state administration bodies and local governments regarding the protection of the identity of independent experts during the evaluation of innovation programs and projects;

  • Enabling donations, in addition to investments, as a means of financing innovation entities.

Of particular importance is the further elaboration of terms such as startup, inventor, donor, and investor, providing a clearer framework for the roles of all actors within Montenegro’s innovation ecosystem. In addition, certain provisions that were vague or outdated have been repealed, and new solutions have been introduced that better reflect current needs and international standards.

By adopting this law, the state reaffirms its commitment to creating a strong legal framework for the development of innovation and support for creative and technological initiatives.
