The Ministry of Spatial Planning, Urbanism, and State Property has adopted the

Rulebook on the Detailed Manner and Procedure for Issuing, Suspending, and Revoking Licenses for Performing Activities Related to the Preparation of Planning Documents, and on the Manner of Maintaining the License Register,

published in the “Official Gazette of Montenegro”, No. 037/25 of April 8, 2025.

This regulation thoroughly governs the licensing procedure for both natural and legal persons engaged in the preparation of national and local planning documents. The goal is to ensure professional competence and accountability in spatial and urban planning through clearly defined conditions and procedures.

To obtain a license, planners and responsible planners must submit an application using the form prescribed by the rulebook, along with required documentation, including personal identification, proof of education and work experience, a passed professional exam, and membership in the appropriate chamber. Business entities, in addition to an extract from the register, must prove they meet staffing requirements — for national plans, at least one responsible planner and eight planners; for local plans, one responsible planner and four planners — by submitting relevant licenses.

The rulebook also allows for submitting a request to temporarily suspend a license under justified circumstances. In the event of license revocation, it must be returned to the Ministry within eight days.

The license register will be maintained exclusively in electronic form, using electronic signatures. The register must be kept on prescribed forms, updated throughout the year, and finalized at the end of the year.

The rulebook enters into force the day after its publication, thereby officially initiating the implementation of a new system for monitoring and recording activities in the preparation of planning documentation.
