Decision on the Amount of Fees in the CRPS: What Changes as of January 1, 2026?
The Government of Montenegro has adopted the Decision on the Amount of Fees in the Central Register of Business Entities and Other Subjects (CRPS), published in the “Official Gazette of Montenegro”, no. 116/25 of 14.10.2025. This decision sets out in detail the amounts of fees for a wide range of registration procedures – from registering incorporation and changes of data, to issuing excerpts, name reservation, and access to files.
The decision represents an important step towards a clearer, simpler, and more transparent system of fees applied in the CRPS, and at the same time replaces the previous rulebook from 2020.
What does the new decision regulate?
The decision regulates the amount of fees for registration and changes of data in the Central Register of Business Entities and Other Subjects, including:
- incorporation, changes, and deletion of business entities,
- registration of bankruptcy estates,
- reservation and transfer of a company name,
- issuing certificates and excerpts,
- entry or deletion of annotations,
- access to unpublished files.
These fees apply to all entrepreneurs, legal entities, and other subjects that register or modify their business operations in the CRPS.
Fee amounts – overview of the most important items
Although the decision is comprehensive, the key fee amounts are defined clearly and simply. Some of the most important items are:
- €15 – incorporation, change of data, or deletion of an entrepreneur, general partnership, limited partnership, LLC, branch of a business entity, and branch of a foreign business entity;
- €50 – changes of data related to restructuring or change of capital amount;
- €50 – registration of a joint-stock company (incorporation, changes, deletion);
- €15 – registration of other subjects and registration of bankruptcy estates;
- €15 – reservation or transfer of a company name;
- €10 – issuing excerpts and certificates in electronic form;
- €10 – entry and deletion of annotations;
- €5 – access to unpublished files upon request of authorized or third parties.
It is specifically prescribed that the fee for registration of European companies and European economic interest groupings applies only from the day Montenegro accedes to the European Union.
Application and cessation of the old rulebook
On the date this decision enters into force, the Rulebook on Determining Criteria and the Amount of Fees for Registration of Business Entities in the CRPS from 2020 ceases to apply.
The new decision enters into force on the eighth day from its publication, and will be applied from January 1, 2026, ensuring a transition period for businesses and administrative systems to adapt.
The new Government decision represents a modernized and transparent fee system in the CRPS, with clearly defined costs and a simplified pricing structure. Since it will apply from the beginning of 2026, business entities have sufficient time to get informed and comply with the regulations.
