The Ministry of Finance has adopted the Rulebook on the detailed content of the registration number for business and other entities, bankruptcy estate, and the European Unique Identifier (EUID) (“Official Gazette of Montenegro”, no. 116/25 of 14.10.2025). This rulebook represents an important step in modernizing the register of business and other entities, aligned with European standards and preparations for EU accession.
The document defines a clear, unified, and standardized system of identification for entities in the Central Register of Business and Other Entities (CRPS), which will contribute to greater transparency of the business environment, easier data exchange, and more efficient review of business entities.
Structure of the registration number
A registration number is assigned to each entity upon entry into the CRPS and consists of two parts:
- Identification mark – a numerical code indicating the legal form of the entity
- Serial number – a unique number from the electronic registry book, in a seven-digit format (0000001–9999999)
Identification marks have predefined values, for example:
- entrepreneurs – 1
- general partnerships – 2
- limited liability companies – 5
- joint-stock companies – 4
- non-governmental organizations – 7
- bankruptcy estate – 12
- investment funds – 11
- European Economic Interest Grouping (from the date of Montenegro’s EU accession) – 13
This system enables an immediately recognizable format and simple classification of business entities.
European Unique Identifier (EUID)
The rulebook introduces and defines in detail, for the first time, the EUID, which serves for reliable, internationally recognizable identification of business companies and branches of foreign business companies.
The EUID consists of key elements:
- country code
- register identifier
- registration number of the entity
If necessary, a verification mark may be added, serving to prevent errors during digital data exchange.
The EUID is used for exchanging information between the registers of European countries via the European central platform, which will enable easier communication and access to data after Montenegro’s accession to the European Union.
Application of the rulebook and transitional provisions
According to the document:
- The rulebook enters into force on the eighth day following its publication in the “Official Gazette of Montenegro”.
- The provisions relating to the EUID and the European Economic Interest Grouping will apply from the date of Montenegro’s accession to the European Union.
- The entire system will be applied from January 1, 2026, leaving sufficient time for institutions and business entities to adapt to the new rules.
By introducing a standardized registration number and the EUID identifier, Montenegro is significantly improving its system of business entity registration. These changes will contribute to greater legal certainty, data transparency in the CRPS, and smoother international business communication.
