
The Ministry of Spatial Planning, Urbanism and State Property has adopted a new
Rulebook on the Method of Preparation, Content, and Certification of Technical Documentation for Building Construction
(“Official Gazette of Montenegro”, No. 053/25 of May 29, 2025). This rulebook enters into force on the day following its publication, i.e., May 30, 2025, and replaces the previous rulebook from 2018, including its amendments from 2019.
This regulation introduces clearer rules regarding the development and processing of technical documentation required for building construction in Montenegro. The document specifies the mandatory content of the conceptual design, preliminary design, main design, and as-built project. Particular emphasis is placed on the electronic format of the documentation, which promotes digitalization and facilitates oversight in the implementation of laws.
The documentation must be mutually consistent, clear, and secure – everything submitted must be signed with a qualified electronic signature, and certain parts, such as the main design, must still be prepared in analog form for use during construction.
The technical documentation must now include:

General information about the structure,

Technical description and execution conditions,

Bills of quantities and cost estimates,

Graphic attachments (floor plans, sections, site layouts, 3D renderings),

Construction quality control and assurance program,

Declarations by designers, licenses, and other required elements.
These changes aim to ensure higher quality in planning and construction, better compliance control with applicable regulations, and easier communication among all participants in the construction process.
