The Municipal Assembly of Kotor adopted the Decision on Working Hours in the Territory of the Municipality of Kotor, which regulates in detail the working hours of facilities that provide services to citizens in various areas of the economy and public activities. The Decision was published in the “Official Gazette of Montenegro – Municipal Regulations”, No. 058/25 of 20 November 2025, and enters into force on the eighth day from the date of publication.

The aim of this Decision is to ensure a clearer and more uniform framework for performing activities in the territory of the Municipality of Kotor, while simultaneously harmonizing the needs of citizens, tourists, and business entities, as well as preserving public order and peace.

Activities Covered by the Decision

The Decision prescribes the working hours of facilities operating in the following areas:

  • hospitality and tourism
  • trade (retail and wholesale)
  • crafts
  • culture
  • games of chance and amusement games
  • local government bodies and services providing services to citizens

Working hours are differentiated depending on the type of activity, as well as in relation to the summer and winter periods, thereby taking into account the seasonality of operations, especially during tourist-intensive months.

Obligations of Business Entities

Companies and entrepreneurs performing activities covered by this Decision have specific obligations regarding the organization of work. Above all, they are required to adopt a Decision on the Schedule of Working Hours, which regulates the daily and weekly work schedule, including work on public holidays.

This decision must be:

  • aligned with the working hours prescribed by the municipal decision,
  • visibly displayed at the entrance to the business premises,
  • submitted to the Municipal Police within eight days from the date of entry into force of the decision.

Failure to comply with these obligations entails misdemeanor liability, with prescribed monetary fines for legal entities, responsible persons, and entrepreneurs.

Extension of Working Hours and Supervision

The Decision also provides for the possibility of temporary extension of working hours, based on a request by a business entity, subject to prior approvals of the competent authorities. Special rules also apply during the organization of cultural and other events of significance for the city, when working hours may be further adjusted.

Supervision over the implementation of this Decision is carried out by the Inspection Services and the Municipal Police of the Municipality of Kotor, which are authorized to take measures in case of irregularities.

Final Provisions

On the day this Decision enters into force, the previous Decision on Working Hours ceases to apply, thereby establishing a new, updated regulatory framework. Business entities operating in the territory of the Municipality of Kotor are invited to timely align their operations and internal acts with the new rules, in order to avoid potential sanctions and ensure the unobstructed performance of activities
