The Ministry of Spatial Planning, Urbanism and State Property has adopted the

Rulebook on the Manner of Keeping and the Content of the Construction Log and Book,

which was published in the “Official Gazette of Montenegro”, No. 048/25 of May 19, 2025. This rulebook provides detailed regulation of the manner of keeping and the content of key documents accompanying the construction process of buildings in Montenegro.

The construction log is the primary document in which daily entries are made about the execution of works, site conditions, materials used, changes, and all important events during construction. It serves as proof of how works were carried out in accordance with the law, the main project, and professional standards.

The construction book, on the other hand, contains technical and financial data on the executed works – quantities, prices, drawings, and all information related to the calculation and recording of contractual obligations between the investor and the contractor.

The new rulebook further specifies the keeping of separate construction logs for certain phases or parts of the structure (such as bridges, tunnels, equipment, etc.), as well as the method of entering and recording all changes during construction – from weather conditions to unforeseen circumstances on site.

A key novelty is that all entries must be made precisely and without erasures, and any amendments are allowed only as new, clearly dated entries. The originals of these documents must be permanently stored, both by the contractor and the investor.

With the entry into force of this rulebook, the previous rulebook from 2018 ceases to be valid, thereby aligning the legal framework with modern needs and practices in the construction sector.

The new rulebook enters into force on the eighth day from the date of publication, i.e., on May 27, 2025.
