The Ministry of Spatial Planning, Urbanism and State Property has adopted the
Rulebook on Forms for Requests, Applications, Notifications, and Declarations in the Building Construction Process,
published in the “Official Gazette of Montenegro”, No. 041/25 of April 28, 2025. This document regulates a range of forms used in all stages of construction – from planning and obtaining permits to reporting works and issuing declarations by participants in the construction process.
The rulebook provides for a total of 37 forms, clearly numbered and content-defined. These include forms for:

consent to the conceptual design,

issuance and amendment of construction permits,

use permits (including those for family residential buildings),

notifications of commencement of construction, adaptations, and repairs,

licenses for designers, contractors, supervising engineers, reviewers, and technical inspectors,
-
removal of structures,
-
declarations by the designer, contractor, supervising authority, and other responsible parties.
The introduction of these forms aims to ensure uniformity and accuracy in the work of all institutions and actors in the building construction process. This will contribute to better document control, simpler submission of requests, easier verification of compliance with legal requirements, and greater transparency.
The rulebook is aligned with the new Law on Construction of Structures (“Official Gazette of Montenegro”, No. 19/25), thereby ensuring legal and technical harmonization of regulations. By repealing the previous rulebook from 2017 (and its subsequent amendments from 2018, 2019, 2020, and 2022), the new rulebook represents a consolidated and modernized solution.
The clear structure and use of standardized forms will significantly assist not only designers and investors but also national and local authorities in the faster and more efficient processing of requests for building construction. Each form has been carefully prepared to match the specific stage and type of procedure, whether it involves a family home or a facility of public interest.
This rulebook enters into force on the eighth day following its publication, meaning it applies from May 6, 2025.
