What does the new law bring?

The Parliament of Montenegro has adopted the Law on Amendments to the Law on Value Added Tax (“Official Gazette of Montenegro”, No. 012/26 of 06 February 2026), thereby continuing the process of improving the tax system and aligning it with modern economic trends and practices.

This law introduces amendments and supplements to the existing Law on Value Added Tax, which represents one of the key fiscal regulations in Montenegro. Although the amendments formally build upon the existing normative framework, their significance lies primarily in clarification, improvement of implementation, and the possible elimination of ambiguities that have arisen in practice.

The law entered into force on the day of its publication in the “Official Gazette of Montenegro”, which means that its provisions apply immediately, without delay.

Continuity and improvement of the existing system

The current Law on Value Added Tax has undergone several amendments over the years, which is common for tax regulations that must follow the dynamics of the market, the business environment, and international standards.

The latest amendments aim to:

  • further improve the VAT regulatory framework
  • align with modern practices and the needs of the business community
  • clarify certain provisions for easier and more consistent application

Although the specific amendments are elaborated in detail in the text of the law itself (in the annex), it is important to emphasize that such legislative interventions usually have practical implications for the day-to-day operations of taxpayers.

What does this mean for taxpayers?

For legal and natural persons who are VAT taxpayers, any amendment to the law implies the need for additional attention and possible adjustment of internal procedures.

In this context, it is recommended to:

  • monitor all amendments and their interpretations
  • align accounting and tax records with the new rules
  • consult with tax advisors or accountants for proper implementation

It is particularly important to keep in mind that the law applies immediately upon publication, leaving no room for a longer adjustment period.

Importance of timely information

In a dynamic regulatory environment, timely information about legislative changes represents a key component of successful business operations. Amendments in the field of VAT may have a direct impact on:

  • tax calculation and reporting
  • cash flows within the company
  • contractual relationships with partners

Therefore, it is of particular importance for companies and entrepreneurs to continuously monitor legislative changes and respond to them appropriately.

Amendments to the Law on Value Added Tax represent another step toward improving the tax system of Montenegro. Although they often involve technical or clarifying changes, their impact on practice can be significant.

The recommendation for all taxpayers is to carefully analyze the new provisions and ensure their proper implementation in daily business operations.
